Figured I'd update this as I go FWIW
Trim didn't fully bleed on the stand with crane, had to get motor on the boat and cycle/bleed and that fully cured the droop.
Greased zerk fittings, inspected plugs, replaced impeller assembly, fuel tank drained, fuel pump housing drained, fuel/ water separator replaced, filled with fresh 89 octane and Quickclean.

Had no spark on all 6.. went thru ignition wiring, I wired the kill switch on the I terminals, switched to M terminals and it fired up on 2nd key turn.
Strong, smooth idle, little smoke, 160 degrees, 5psi water
Took to the lake immediately
Boat won't get on plane.. same prob as 93Hydrasport
throttle pinned, motor doesnt respond.
Going to go thru fuel system, gut feel is fuel delivery..
