You can always try spray foam to fix it

You may have two different issues. 1. bad lower seal on the swivel bracket. Grease inside the cavity has mixed with water over the years. Do you grease it every 6 months?
2. Possible powerhead base gasket failure. A leaky gasket just looks bad-engine may still run ok. The worst is that exhaust gas can leak out inside the cowling and that smoke can get re-ingested into the carbs. I'd prefer not to be running the engine on partial exhaust smoke. -that's the bigger problem.
