Is that just a cross piece to touch the sponsons ?

​Yes....it touches the sponsons. It's a factory piece made up by Tennessee Trailers.

Can you get me a better pic ? Are the stoppers adjustable ? Any hardware with it

The rubber V cups do swivel. It comes with the U -Bolt mounting hardware.

You can modify this any way you want to custom fit it to your application.
