IMO I would work on set up before trying to make more power, if you try to run too much compression with the wrong set up (lugging engine) it will burn up. Same issue if jetting is wrong and you will need to rejet once you start adding compression. Make sure the engine is reaching max rpm, I would be suspect that a full hub 4 blade like the one you pictured at the height shown is the best prop for your boat.

If you want to change carbs go with version that has adjustable idle mixture, I would go with 95 or newer as the 94 had various carbs dependant on model number and if memory serves early version was fixed idle.

I think I'm just going to leave it be, I can't find any 70hp carbs in my year motor but only been looking at eBay. My carbs need work and would rather buy a rebuilt good set to put the money into since they will give me something extra over the 60hp carbs. Maybe I should make a post for 1992 Evinrude 70hp carbs maybe someone on here has some..

70 carbs from 93 onwards have the black plastic tops, they are 1.5 inch bore front and back 960's are smaller throat at the back.
70hp carbs will give you an extra 10hp, they will give quicker puller away quicker mid and quicker top end.
a 60hp cannot stay with a 70hp all the way through the range.

I have done exactly what your talking about, mine was a1995 60hp , its now a 70hp.. all other parts are exactly the same on your engine.
you will benefit big time in speed, but use a touch more juice obviously.
I looked around for a long time to find my carbs, they do come up on ebay, but make sure you ask and get the 1 1/2 inch bore at the back of carbs.
here is a pic showing the difference.
    the top set are 70hp.
notice the difference in size, this is the red block side of carbs. at the front they are same bore.

have you looked to see what size bores your carbs are ? you might already have the right carbs but with 60hp jets. . check throat at the back and front, and the venturi in the middle.

I put a set of 70 hp carbs on my 1995 tracker 60. A purely bolt-on situation. Pontoon boat. They were a year newer than my 60 carbs. Had the adjustable screw-type idle screws, like my 60. Was grinning after the swap. Picked up 200 rpm's on top. Ran out about 5700 at WOT. Was great through the whole rpm range.
