I have done allot of towing car trailers with them. You should not have any issue with an 18' boat. I am so grateful to never pull a loaded car trailer with one again.
    My experience was,
Light switch failures from the added load of the trailer lights.
Failure of headlights when 14 to 18 hours left in a tow, 3 times. Headlights remained on but the marker lights were brighter, makes for a very long night since we had to keep going.
Check engine light came on and set a code every long uphill.
Depending on the tires the vehicle became unstable below highway speeds. It was exhausting to do long tows to events.
Even with good tires vehicle was unsettled when cornering at highway speeds. Seemed to set on the helper springs causing an understeer oversteer cycle.
Our load was a Subaru rally car on a 1500# leaf sprung trailer, but it was still uneasy with my torsion axle trailer.

A rear spring perch finally broke off the frame, owner scrapped it.
    Regards,
    Charlie North

That one an outboard or V8 power?
I did not find the Explorer to be lacking in brakes to stop a load. It sure pulled strong enough. I was just uncomfortable with how it mis managed the weight when running. Basically it was sprung to soft.
We were pulling 4700 to 5200 pounds which would be double what your would be if it's an outboard.
I pull my 2200 pound on trailer Glastron with a Montero which is a treat to pull with and have always towed with light vehicles. Common for the load to exceed the tow vehicles weight.
I think you will have no problem.

I have a 2003 Explorer V8 and just towed a 21 foot Scarab 2400 miles. I estimate total package was 4000 pounds (tandem axle steel trailer) . It towed OK but I would not make a habit of towing something this heavy even though its within the rating. More power for merging and hills would definitely be good. I turned the overdrive off for most of the trip and it DRINKS gas at that point. Charlie's right on some other issues - handling is a little snakey when there are lots of twists combined with hills. Braking was not bad at all, I have hydraulic discs on one axle and Hawk LTS pads on the truck (which have been a great upgrade). A lighter 18 to 20 foot boat would be no problem.

    2014 explorer awful tow vehicle

    Great Car!
Terrible tow vehicle. Do not listen to them when they say its good for 5000 lbs. I have the tow package. It is safe for 2500 lbs. I have a new searay 19spx and that is not a heavy boat..it is scary to tow because it wags the rear end all the time.
I sold it and got a used navigator...much better.

Tow vehicle needs to out weigh the trailer being towed by at least 1/3rd. Simple to understand formula.

With my Montero and Mitsubishi pickup I routinely tow more than the vehicle weight. As long as the trailer has good brakes on it there has never been an issue. That is using around 250K miles of towing as a baseline. Heck the factory tow rating is higher than vehicle weight and that is not uncommon.
Our neighbor just bought a Tacoma with a 6800# tow rating.

It's your life, risk it at your discretion. You are counting on the trailer brakes never failing.

Legally and logically you need brakes on any trailer that is over 3k in most states. I have towed with weak brakes and I do not like it. I tow on hilly twisty roads as well as long highway pulls. The vehicle and trailer need to be in good shape. I have no problem pulling 5K with a 4300# vehicle. It is all within spec.
I do not own tow vehicles that can not cope with rated loads. I no longer will ride in an American van or sport utility that has a trailer behind it. Been there, never again. My vehicles will stop a load, they cant.
