Things to check. Tie-bar set-up/alignment is critical. Slight toe-out at leading edge of the gearcases, for outboard prop rotation, as you have in your photo. Yes, I said toe-out. Everyone else will tell you the opposite, for outboard rotation. Ideally, you want both front and rear tiebars, but if all you have is the rear, that will have to do. Another item to consider is your battery(s) health. If your batteries are not fully charged & able to maintain a full charge, the motors will not produce full power. Down on charge, down on power. Hope this helps.

Just adding when you measure the engines need to be trimmed to the propshaft is parallel to the bottom of the hull. Easiest way it to use a level and adjust the trailer so the bottom of the hull is level then adjust the trim so the propshaft is level.

Also when your testing props if there not in "new" stock condition its really hard to know where your really at. Props get worked, modified, repaired, etc. over the years.

Here is a very simple method complement of "transomstand" but very affective way to get your reference.
Heck your boat could even be upside down.....
That boat should easily be in the mid 90's with some amazing acceleration......
Good Luck and most importantly be safe!!!!
