Foot Throttle Help...Bought Cougar..Foot Throttle Not Assembled. Parts Missing/Broken

I just bought a cougar MTR 21. While it came with a new hot foot in the box, it also came with an older foot throttle but was not assembled when I got it. No pictures were available of the assembly. Also it appears to have a broken spring. I am posting these pics here as I feel you jet boaters will have a better idea of the throttle and may be able to help with assembly etc.

The cougar is 1985 and therefore I feel the throttle is somewhat vintage.

I have attached pictures. I put the spring (which is broken) where I thought it might go but need confirmation that indeed a spring goes here and that the spring type (a torsion spring) is correct. (if anyone has a spring, please let me know). The id is about .25 and od is about .53.

Had a cougar once and had the steering on the left.
that way you can put the peddle in the middle.
all you want is enough spring to bring the peddle back.
to much spring and it's hard on your leg.
can you add the spring to the carburetor??
