Sometime between the Motorola brick and the smart phone. There was an electronic rolodex developed to help man condense space , make life easier and get him in the habit of having good glasses to read such small , pixelated print ..
The new devise worked great if left on the desk , but as it found its way to a work station , it seems if a screwdriver was laying on a hammer , which was laying on welding wire , that was laying on the rolodex , that after a few small tacks , the rolodex's screen would look like 8mm film melting ...
The picture obviously depicts using the same principle . If the welder's ground cable was attached to the welding bench , then the steel rack could be connected to the bench > Then a jumper cable could go from the steel rack to a job , then another jumper could go to another bench and from there the dilemma of having to move the only ground cable , to that of just bringing your hat and torch back and forth from job to job ....

Pure speculation , mind you . But judging from the body lines , antique Koni shock and trailing arm .... I would venture to say that is a 356 being held up by a Porsche~n~movin~dolly ....
