Surging is usually because of a fuel delivery problem. Hook up a fuel pressure gauge and monitor it at all speeds. It should be steady and above 5psi.
Also temporarily install a clear fuel line and "tee-in" a vacuum gauge at the fuel pump inlet fitting. Run the boat and look for air bubbles in the line and/or any vacuum reading above 4" Hg. A good fuel system will be between 2.5-3.5" Hg including an anti-siphon valve.
