Merc Ground cable on lower unit?
97 Merc 200 EFI
What does the Ground cable do on the lower unit? The thin cable that comes out of the lower unit and grounds to the upper part of the lower unit?

It makes sure there's good electrical conductivity between the components, so the sacrificial zinc anodes can do their job. It's kinda overkill...
