In need of help with Mercruiser Trim pump!!

I have a 1979 Newman with a mercruiser. I have been having problems with the trim cylinders not working correctly, so after going through all of the things my book suggested, replacing seals, rebuilding the reverse lock valve nothing worked.

Finally I pulled the valve body out of the reservoir and discovered the ball bearings were completely filled with crap. After cleaning everything and reassembling I can't find anything to tell me what the tension should be on the set screws that are spring loaded for the ball bearings. PLEASE HELP!!
